摘要:随着中国加入WTO,中国企业走出了国门同时也使得国外企业进入国门,从此中国的企业面对的竞争对手将不再仅仅是国内同胞。国际化的竞争就要求中国企业具备更强的竞争力。我国生产型企业也在逐步的发生变化,在产品质量和市场营销方面的竞争如火如荼的同时,一个此前曾被忽视的环节——采购逐渐被企业家们所重视起来。进入20世纪90年代后,大多数中国企业家已经清楚地认识到,要想自己的企业成功地与国内外企业取得竞争优势,就必须有一个颇具效率的采购部门。近年来,随着市场竞争的进一步加大,作为物料供应和控制的采购部门,却感到越来越大的压力,主要体现在:采购流程、方法的滞后,采购意识薄弱,采购管理方式方法的落后。
针对此,本文尝试结合中国企业普遍存在的实际情况,提出了相对完善的解决与改进的思想——采购精细化管理,来尝试解决生产型企业所普遍面临的在采购制度不完善,采购流程成不合理以及采购成本存在较大的弹性等问题。另外本文结合实际案例对采购管理进行深度剖析,并提出了有针对性的解决方案。

Abstract:With China's accession to the WTO, Chinese enterprises go out of the country also makes the foreign enterprises to enter the country, then China's enterprises face competition will not only domestic compatriots, international competition requires that Chinese enterprises have stronger competitiveness. Our company is also changing gradually, in the quality of the products and marketing competition like a raging fire at the same time, a previously neglected -- procurement has gradually been entrepreneurs attention. In nineteen ninties, most Chinese entrepreneurs have been aware of, want to own enterprise successfully achieve competitive advantage and enterprises at home and abroad, we must have a very efficient procurement department. In recent years, with the further increase of market competition, as the material supply and control the purchasing department, but feel more and more pressure, mainly reflected in: lagging procurement process, the procurement method, weak awareness, methods of procurement management methods are backward.
For this, this paper tries to combining the actual situation of Chinese enterprises exists, proposed a relatively perfect solutions and ideas for improvement -- buy fine management, trying to solve the facing enterprises in the procurement system is not perfect, the purchasing process and purchasing cost become unreasonable have great elasticity problems. This paper combined with the actual case depth of procurement management analysis, and put forward specific solutions.

本文主要研究内容是揭示我国采购管理的现状,发现存在的问题,进而探讨研究精细化管理的方案。因为采购管理已经有很多学者进行过研究,所以在前期可以查阅、收集相关文献资料,对生产型企业采购流程管理做一个大致的了解。然后针对所要研究的内容,设计访谈稿。接着取得各公司主管部门的同意,对公司的采购人员进行约谈调查,在采购部门进行实地实践,了解采购管理流程运行等情况。然后整理信息,分析生产型企业的采购管理现状。拟从以下几个方面进行研究:
首先介绍精细化管理论点的提出,分析产生的背景,以及运用所能带来的重大意义。其次拟介绍我国现阶段采购管理的现状并分析存在的问题。并针对存在的问题,提出相应的精细管理解决策略。最后分析具有代表性的A公司具体采购现状,根据亲身实践经验,提出具有针对性的解决方案。
