摘要:建立基本医疗保险制度，关系到广大人民群众的切身利益，关系到社会和谐稳定， 对国民经济又好又快发展具有促进作用。完善的社会保障制度有利于改善居民的消费预期，扩大消费需求。完善社会保障体系，为老百姓构筑社会安全网，有助于解除居民的后顾之忧，增强居民消费的信心，拉动国内消费需求，从而有利于促进经济增长方式的转变。
一个国家或地区按照保险的原则，解决人民看病治病等等问题而筹集、分配和使用医疗保险基金的制度统称为医疗保险制度。它是一种有效筹集居民医疗保险基金的有效机制，为广大人民的健康事业保驾护航，构成了世界及我国当前一种比较先进的社会保险制度模式，是全世界目前应用得相当普遍的一种医疗卫生费用先进管理模式。通过对居民家庭缴费和政府的补助，重点对门诊和住院等大病进行医疗保险，有效地解决了人民的大病医疗保险费用的问题，有效地提高了人民的生活水平，实现了人人享有基本医疗保障的基本目标，对于维护社会公平、公正、促进社会的和谐发展有重大的推进作用。当前中国的基本医疗保险制度正进行着如火如荼的改革，改革过程也正在稳步的进行推进，基本实现了对我国进行大范围的医疗保险覆盖，保障水平不断提高。
我国的医疗保障制度历经5年多的推进和改革建设，当前已经初步建立了具有中国特色的新型的医疗保障制度，对城镇居民实行居民保险制度，对广大农村实行新型农村合作医疗制度，大大提升了全国的保障范围和水平。在我国进行着医疗保险制度改革的同时，医疗保险制度同样存在着社会医疗保险覆盖范围狭窄、改革配套不完善、改革不公平公正、政府对于医疗事业的投入不足等问题，当前我国还需要通过建立多层次多范围的医疗保障体系、通过政府加大对医疗保险事业的财政资金投入、加快医疗保险的改革范围和改革力度、加快对医疗保险制度的立法节奏等措施来解决当前我国医疗保险制度存在着的问题。
