摘要： 本文基于国内外生态旅游可持续发展与社区增权理论研究的基础上，以江苏盐城海滨湿地保护区为例，结合海滨湿地旅游区周边附近居民现实旅游收益及政府政策调查，分析盐城海滨湿地生态旅游开发过程中的社区增权现状与存在问题，探讨社区增权对生态旅游可持续发展的促进作用以及促进策略，为促进生态旅游可持续健康发展提供决策参考。

Abstract： This article is based on the domestic and international sustainable development of ecotourism and theoretical studies of community empowerment, taking the coastal wetland nature of Yancheng, Jiangsu for example, combined with the coastal wetlands surrounding residents’ real tourism receipts and government’s policy researches to analysis the current situation and problems of the community empowerment in the development process of Yancheng coastal wetland ecology, and ultimately the author explores the impact and promotion strategies of the theory of community empowerment for sustainable eco-tourism development to provide a reference for the promotion of sustainable and healthy development of the eco-tourism.
