[中文摘要]：乡镇基层秘书作乡镇办公室有关工作的具体组织者和实践者，其素养与能力高低直接影响到各部门工作的效能与水平。本文通过对溧阳市10个乡镇机关80位秘书进行问卷调查和个别访谈的基础上，对当代乡镇秘书素养与能力等方面存在的问题及如何提高这一层次人员的素养与能力提出了一些思考与建议，希望能对乡镇秘书队伍建设提供帮助。

[Abstract]：The township secretary office work as the organizer and practitioners, their quality and ability will directly affect the efficiency and level of the work of various departments. I through questionnaire survey and individual interview method, to Liyang city grass-roots chopsticks accomplishment and ability was investigated, summed up contemporary Township Secretary literacy and capacity requirements, and puts forward some suggestions, hoping to provide the help of township secretary team building.

建设社会主义新农村，是党中央在深刻分析当前国际国内形势、全面把握我国经济社会发展阶段的基础上做出的一面重大决策。各级党政机关的秘书人员，特别是农村地区的基层秘书人员，在新农村建设的伟大实践中负有重要使命。乡镇基层秘书作为办公室工作的具体组织者和实践者，其素养与能力高低直接影响到各部门工作的效能与水平。为此，我在对溧阳乡镇秘书调查的基础上，就当代乡镇秘书素养与能力要求，提出了一些建议，希望能对乡镇秘书队伍建设提供帮助。
