摘 要:加快工业转型升级、发展战略性新兴产业是我国在“十二五”期间转变经济发展方式的重要举措。科技型小微企业是具备较高的科技含量和经济发展潜力的产业群体,它们对促进经济增长、提高产业质量、培育领军企业有着重要的战略意义。近年来,科技型小微企业发展迅速,正成为社会各方面关注的焦点,政府和相关金融机构也多次出台了一系列扶持小微企业发展的政策措施。由于产业环境的不完善和经济全球化的影响,科技型小微企业进一步发展面临重重困境,亟需构建一个可持续发展的战略体系和执行体系。
论文首先分析了长三角地区科技型小微企业的发展现状,离析出科技型小微企业的本质及其内在联系。其次采用SWOT分析法,分别审视了科技型小微企业内部优势、劣势和市场环境中的机会、威胁四个因素,通过将内外不同因素的对应评估现有的战略定位。最后将内外部因素进行匹配,从人力资源、投融资、自主创新、市场及产品四个维度提出相应的战略,力求缓解科技型小微企业发展难题,促进科技型小微企业健康发展,提高科技型小微企业的竞争力,为进一步发展长三角地区科技型小微企业提供理论成果支持。

ABSTRACT:Speeding up industrial restructuring and upgrading and developing strategic emerging industries is an important measure of the transformation of economic development in the "12th Five-Year" period in China. Technology-based small and micro enterprises with high technology content and economic development potential of the industry group, they have a strategic importance to promote economic growth, improve the quality of industry and cultivate leading enterprises. The rapid development of technology-based small and micro enterprises is becoming the focus of attention of all sectors of society, government and financial institutions have repeatedly issued a series of policy measures that support the development of small and micro enterprises. Due to the imperfections of the industrial environment and the impact of economic globalization, the further development of technology-based small and micro enterprises is faced with many difficulties, it is urgent to build a sustainable development of science and technology strategy of small and micro enterprises in the Yangtze River Delta region and to implement system.
This paper analyzes the status quo of scientific and technological development of small and micro enterprises in the Yangtze River Delta region, isolating the nature of technology-based small and micro enterprises and their internal relations. Secondly, this paper uses the SWOT strategic analysis to examine technology-based small and micro enterprises internal strengths, weaknesses and opportunities in the market environment, threatening the four factors and by internal and external factors corresponding to evaluate existing strategic positioning Finally, the internal and external factors to match, from human resources, investment and financing, independent innovation, the four dimensions of market and product the functional layer strategy that seeks to ease the technology-based small and micro enterprise development problems, and promote the healthy development of science and technology small and micro enterprises, improve the scientific and technological competitiveness of small and micro enterprises, and support for the further development of the Yangtze River Delta region technology-based small and micro enterprises to provide theoretical results.
