摘要:农民工作为我国城市化进程中的新生力量，一直处在社会的边缘和弱势地位，随着农村剩余劳动力的大量流动，我国的农民工已达2亿多人，在构建社会主义和谐社会的鲜明旗帜下，他们的养老保险问题已引起地方政府、中央政府乃至全国人民的高度关注。本文将以农民工养老保险为研究对象，剖析目前我国农民工养老保险制度中存在的主要问题， 并提出相关对策。

Abstract:Migrant workers have become a new force of the urbanization process of China, and they are still in the margins of society and in a vulnerable position. With the large flow of rural surplus labor, the number of China's migrant workers has reached more than 200 million. In order to build a harmonious society, the problem of their endowment insurance has caused the attention of local government, central government and the whole nation. Based on the endowment insurance, this thesis will analyze the main problems of the current system of endowment insurance and at the same time, propose relevant measures.

农民工是我国改革开放和工业化、城镇化进程中涌现的一支新型劳动大军，是联系着农村和城市的中间力量。加快形成保障农民工合法权益的政策体系和城乡公共服务体制，是实现城乡一体化战略目标的重要内容。农民工社会养老保险制度的建立和完善是一个系统工程。事实已经证明，一个地区、一个部门单兵独进地建立农民工养老保险制度的试验基本是不成功的。需要全国一盘棋统一考虑，尤其是中央政府要承担起应有的组织领导、制定政策、监督检查、提供财政支持的责任。各级政府之间、各地政府之间和政府各部门之间要在中央政府的统一领导下，树立公平理念、公共服务理念，密切配合，认真研究，加快改革步伐，采取切实有效措施，建立和完善农民工社会养老保险制度，为实现城乡一体化战略目标建立公平、完善的公共服务体系做好准备。
