摘要：2008年国际金融危机爆发以后，中国政府采取了一系列积极的经济政策，鼓励和支持有能力、有实力的企业走向国际。但是，中兴、华为的国际化道路并不平坦，2011年11月，美国众议院情报委员会就以“国家安全”为由，对中兴、华为展开调查。本文主要围绕中兴、华为在美受挫的事件进行研究，结合现有的文献，阐述了中兴、华为在美受挫的事件，从美国经济复苏乏力、为维护美国企业的市场地位、来自美国民众的压力和美国对中国企业的不信任等方面分析了中兴、华为在美受挫的原因，从在美发展前景蒙上阴影、他国对中兴、华为信任度降低分析了美国的调查对中兴、华为产生的消极影响，从促进中兴、华为开拓新市场、化挑战为机遇分析了美国的调查对中兴、华为产生的积极影响，从运用法律武器维权、增加企业透明度、组建国际化的专业团队和淡化政治背景四个方面分析了中兴、华为应对美国调查科采取的切实可行的策略。

Abstract：After the outbreak of the international financial crisis in 2008, the Chinese government has adopted a series of positive economic policy to encourage and support the Chinese enterprises which have the capacity and strength to go to the world. However, Huawei, ZTE's internationalization road is not flat. In 2011 November, the United States House of Representatives Intelligence Committee investigates ZTE, huawei as the reason of country's security. This paper focuses on the study of ZTE, Huawei's frustrated event, combined with the existing literature, expounds the present situation of ZTE, Huawei's frustration in the USA, analyzed the reason of ZTE, Huawe's frustration, such as America's weak economic, to protect the native companies' market position, the pressure of the public and entrust to the Chinese enterprises, summarize the negative and positive effects on ZTE and huawei, such as in the shadow of the development in America and promote ZTE and huawei to create new markets, put forward some feasible strategies.

中兴、华为进军美国市场，却遭受到美国政府的各种排挤，事实上，中国企业在国际化的道路上经常遭受到西方大国的各种方式的拒绝。在经济全球化的背景下，世界的经济连为一体，中国加入世界贸易组织以后，与世界各国的经济往来也愈来愈多，西方大国各种方式的调查、阻止对中国企业必然带来打击。因此，研究如何应对他国的排挤变得十分具有意义。
