摘要:作为一个农业大国，“三农”问题一直是政府工作的重中之重。社会主义新农村建设战略目标的实现，需要经济、政治、文化各方面的支持与配合，其中最为基础的即是农村金融的发展问题。历来被称为“鱼米之乡”的镇江，有着悠长的历史，充满着古典的韵味，近年来镇江政府的努力下，农村信用合作社、保险等金融机构在农村逐渐普及，镇江农村的经济逐渐呈现出新气象。农村经济的发展离不开金融的发展，在金融促进经济发展的进程中，金融效率作用关键。但是由于农业弱质性、抵押担保手续繁杂、非正式金融等因素导致镇江农村金融效率的低下。
本文首先梳理了历来的农村金融发展理论，并且对近年来的镇江农村金融的现状进行了概述，提出镇江农村金融效率存在的问题，并对其成因进行了分析，最后提出了提高农村金融效率的对策建议。本文认为，完善农村信用体系、规范镇江非正式农村金融、成立农村政策性保险组织、完善农村金融市场的政策法律、降低进入农村金融市场的门槛，能有效提高金融效率。

Firstly combed the history of the rural financial development theory, and status quo of zhenjiang rural finance in recent years were summarized, the problems of zhenjiang rural financial efficiency is put forward, and its causes are analyzed, at last, it puts forward the measures to improve the efficiency of rural finance. To improve the rural credit system, standardize zhenjiang rural informal finance, establish a rural policy-related insurance organization, improve the rural financial market of policy and law, cut into the threshold of the rural financial market, can effectively improve the efficiency of financial.
