摘要:本文中所研究的海关特殊监管区域是包括保税区、出口加工区、跨境工业园区、保税物流园区、综合保税区、保税港区等经国家批准设立中国海关进行监督管理的区域。在我国经济发展进程中特殊监管去在做出巨大的经济贡献的同时，凸显了众多不可忽视的问题。在此大背景下，国内出现了对这一区域的研究，对海关特殊监管区的各种问题分析都比较全面和透彻，但是目前的研究大多都是选取其中某一个区域来进行纵向的深度的具体分析，缺乏了从整体上对整个海关特殊监管区域横向比较研究从而得到的整体性的，横向的海关特殊监管区域布局发展的认识。在这篇文章中我在大量的研究资料基础上的，从整体出发对海关特殊监管区进行比较研究分析，从地域经济的宏观层面上讨论海关特殊监管区的布局和发展有联系的去分析和解决目前海关特殊监管区存在的问题，为其今后的布局发展提出合理意见，此文章可能的创新点是区别于以往其他的研究，不仅仅局限于某一种某一个特殊监管区，而是把各种特殊监管区进行有联系的横向比较研究分析，有联系的去分析和解决目前海关特殊监管区存在的问题，为其今后的布局发展提出合理意见，对于题目中的发展，本文主要是以在整合现有的特殊区的基础上逐渐向中西部转移的发展方式。最终达到促进其运作效率和经济效率为我国经济建设带来更大的效用。

ABSTRACT:In this article is research in the areas under special customs supervision includes bonded zones, export processing zones, cross-border industrial zone, bonded logistics park, comprehensive bonded area, bonded port area approved by the state to set up to supervise the Chinese customs area.
