摘要:随着中国加入世界贸易组织（WTO），我国服务业将全面向外资开放，江苏服务业应该如何加大利用外资力度，提高利用外资质量,显得尤其重要。该文分析了江苏服务业发展的现状，剖析了制约江苏服务业领域吸引外资的因素，并对江苏服务业领域如何提高利用外资水平提出了相应的对策及建议。

Abstract:With China's accession to the World Trade Organization (WTO), China's services sector will be fully open to foreign investment, Jiangsu services should increase the intensity of utilization of foreign capital, improve the utilization of foreign capital, are particularly important. This paper analyzes the status of development of service industries in Jiangsu, analysis of the factors restricting the Jiangsu service sector to attract foreign investment, and Jiangsu service sector to put forward corresponding countermeasures and suggestions to improve the level of utilization of foreign capital.

随着中国入世后服务业的扩大开放，外资服务业进入中国市场已是不争的事实，服务业要发展，要尽快缩短与发达国家和地区之间的差距，引进外资是必经之路。通过引进外资，可以引进新的服务项目、新的投资工具和管理方法，可以引进目前薄弱和急需发展的服务部门，克服服务业发展的“瓶颈”环节，以满足经济发展的需要，并推动服务业结构的升级和新兴服务业的发展。江苏省作为我国的一个经济大省，如何加大利用外资力度，提高利用外资质量，显得尤其重要。目前江苏省服务业的发展水平还比较低，因此了解服务业利用外资现状、抓住重要战略机遇及提出相应对策，吸引外资投向江苏的服务业，从而促进现代服务业的加快发展，是当前江苏进一步提高利用外资的质量和水平的一项重要任务。
