摘要：近几年来，随着市场经济的发展与人民法律意识的提升，我国法院的诉讼案件与日俱增，诉讼的增长对法院施加了相当大的压力，导致了案件积压、诉讼拖延以及诉讼成本的攀升等诸多问题。建立小额诉讼制度，将大案与小案分开，能够节省司法成本，提高办案效率，有利于快速解决纠纷，同时也有利于人民法院能够有更多的时间，集中精力审理重大、复杂的案件。小额诉讼程序的建立不仅是基于对民事案件进行分流处理，减轻法院负担的一种构想，也在于通过简易化的努力使每个公民得到具体的有程序保障的司法服务，实现司法的大众化。
