摘要:贵州省地处内陆，交通和基础设施薄弱，经济发展水平较低，对FDI的吸引力较小，利用程度也不高。本文通过对贵州省2007年—2011年五年间FDI相关数据从来源、产业内分布、实际利用率等多角度进行分析，结合实际情况并分析相关文献，发现近几年贵州省在FDI的引入和利用中还诸多问题。贵州省因为交通和基础设施建设不够完善，经济发展水平不高等条件的限制，导致FDI引入总量小，利用率及转化率低；另外，贵州省产业发展和地区经济发展的不平衡导致FDI集中在较为发达的制造业和经济发展水平较高的贵阳、遵义、六盘水等地；虽然在西部大开发和东部产业转移的大政策下，贵州省也出台了许多优惠政策以增加FDI的引入和利用率，但这些政策的落实并不到位，FDI的实际利用与政策的配合度低。针对这些问题，本文结合相关政策和贵州省目前的实际情况，提出了关于贵州省更好地引进和利用FDI的建议：首先，应加强贵州省投资硬环境的软环境的建设，创造吸引外商投资的条件，除借助省内大型活动的平台筑巢引凤之外，应积极走出去，进行招商宣传，扩大FDI的来源；其次，应做好FDI投资领域的引导，以促进产业结构的升级；最后，应抓住新一轮西部大开发和产业转移的政策优势，结合本省的优势，打造产业集群，提高FDI的利用率和转化率，促进贵州省经济又好又快发展。

ABSTRACT:Guizhou Province is located in the inland, weak transport and infrastructure ,low level of economic development lead to a less attractive and also a low degree of utilization of FDI. Based on FDI-related data of Guizhou Province in 2007 -2011 years ,this article analyze the source ,the distribution and the actual utilization of FDI in Guizhou province, combined with the actual situation and analysis of relevant literature, found that the introduction and the utilization of FDI in Guizhou Province still have many problems. Because of traffic and inadequate infrastructure, low economic development level’s constraints, the total FDI of Guizhou province is small, and utilization and conversion rate is also low. In addition, imbalance of industrial development lead FDI concentrated in manufacturing which is much more mature, imbalance of regional economic development lead FDI concentrated in Guiyang, Zunyi, Liupanshui which enjoy a higher level of economic development. While western development and the eastern industrial transfer large policy, Guizhou Province has also introduced a number of preferential policies to increase the introduction and use of FDI rate, but the implementation of these policies are not in place, FDI and policy co-ordination is low. To solve these problems, this paper related policies and the current actual situation of Guizhou Province, presented suggestions about how to introduce and use of FDI better: Firstly, it should strengthen the investment environment of Guizhou Province from Policy and infrastructure, create conditions to attract foreign investment. In addition to take full use of large-scale events platform, it should also actively go out and carry out investment promotion to expanding sources of FDI. Secondly, Guizhou province should guid FDI to invest suitable area to promote the upgrading of industrial structure. At last, it should seize the new round of western development and industrial transfer policy advantages, combined with the advantages of the province to build industry clusters, improve utilization and conversion rate of FDI and promote rapid economic development in Guizhou Province.

由于交通和市场发展程度的限制，贵州省对FDI的吸引力一直以来都比较低，近年来随着国家支持力度的加大和贵州省整体经济的不断发展，贵州省FDI的总量一直在增长，但相比其他省份而言，FDI引用量仍然很少，且在FDI的利用上仍然存在很多问题。在西部大开发十二五规划出台，国家大力支持贵州省经济发展的形势下，研究贵州省利用FDI的情况及存在的问题，并提出关于贵州省如何提高FDI吸引能力和应用能力的建议对于加快贵州经济发展，并加速贵州融入世界经济有重要意义。
