摘要:经济圈是从上个世纪90年代开始为人所熟知的地域经济用语，主要是指范围较大的国家内部某一区域，常为几个城市的集合且在国家经济总量中占有较大比重，而且对各国经济产生影响。本文希望对启东在上海经济圈的发展战略研究，能够对今后中小城市融入相应的经济圈起到一定的借鉴作用。
本文通过对江苏省启东市受上海的辐射影响，特别是崇启大桥通车以后，完完全全称得上是步入上海一小时经济圈，启东的工业、农业以及旅游业发生了不同程度的发展变化，并结合启东市自身的发展态势以及优劣势分析，更好地运用上海经济圈的辐射，逐步地提升启东在经济、文化方面的层次。利用SWOT分析，深入剖析启东市的发展现状及未来前景。
本文在经过一系列的阐述分析之后，较为明确地了解启东在上海经济圈的发展战略，并提出相应的展望。但鉴于数据的不完全性以及市场经济一直在波动，本文并没有充分考虑到实际发展中可能遇到的问题，有一定的局限性。

Abstract:Term economic circle is an increasing regional economic terms from the 1990s, usually refers to a particular region of a very wide territory within countries, in the country's total economic output (GDP) is a collection of city groups or possessiona large proportion, and have an impact on the global economy.This paper intends to research in the strategic position of the Shanghai Economic Circle of Qidong, able to integrate into the economic circle of small and medium-sized cities in the future play a certain reference.
Based on the Qidong City, Jiangsu Province by the effects of radiation, especially Chong Kai Bridge opened to traffic, completely called a walk one hour economic circle in Shanghai, Qidong industry, agriculture and tourism development of varying degrees of change, combined with the development trend as well as the advantages and disadvantages of Qidong City, make better use of the radiation of the Shanghai economic Circle, and further enhance the Qidong City, the economic and cultural level.The use of SWOT analysis, in-depth analysis of the current situation and future prospects of Qidong City.
In this paper, after a series of data analysis, comparative analysis, a more clear understanding of Qidong in the strategic position of the Shanghai economic circle, and put forward outlook. But in view of the incomplete data and the market economy has been developing, the article does not fully consider the problems you might encounter in the actual development, there are some limitations.

研究问题
本文建立在大量研读和分析有关经济圈，特别是长三角经济圈的文献资料的基础上，以江苏省启东市为具体的研究对象，一、重点收集2011年底崇启大桥通车以来，启东市在完善建设规划、增强基础设施、优化市场体系，积极主动地实现与上海深度对接方面的政策措施；二、收集数据资料，看所取得的成效，分析启东市在工业、农业和旅游业的发展态势，并在如何保持且进一步深入加强这种良性发展方面提出自己的建议；三、针对这一时期的重点项目——吕四港的开发建设，进行深入了解。
研究意义
一个地区的发展除了国家的扶持、自身的努力，在很大程度上还取决于它与周边地区的联系与合作，无论是上海这样的国际大都市，还是启东这样的县级市，它们都需要优势互补、资源共享、相互支持，共同发展。这样才能更好地促进区域经济的发展，实现全面小康社会和社会主义现代化的要求。同时，也使得更多像启东市这样的县级市运用所拥有的某些优势加快发展，实现经济的飞跃、人民生活水平的提高。因而针对启东市在上海经济圈的战略地位研究具有理论和现实的双重意义。
