摘要:低碳经济是发达国家为应对全球气候变化而提出的新的经济发展模式，它强调以较少的温室气体排放获得较大的经济产出。我国2006年底发布的《气候变化国家评估报告》已明确提出中国要走“低碳经济”的发展道路。目前，向低碳经济转型不仅已经成为世界经济发展的大趋势，而且还是江苏省经济社会发展的内在需要。低碳经济能否顺利转变对外贸易增长方式和可持续发展，很大程度上取决于其在低碳经济时代来临时的应对调整能力。从长远看，低碳经济与江苏对外贸易的发展目标是一致的。本文提出江苏省外贸出口过程中需要建设性地发展低碳出口贸易，分析了江苏省外贸发展低碳经济的必要性，指出江苏省城市外贸发展所面临的环境压力，构建江苏省低碳外贸发展模式会对降低碳的排放起到促进作用，应在体制、技术创新等方面积极做好向低碳外贸转型的准备，应对低碳时代的出口发展需要，提高产品的竞争力，免受“碳关税”等贸易摩擦的影响。

Abstract:Low-carbon economy is the new economic development mode proposed by developed countries in response to global climate change , which emphasizes less greenhouse gas emissions to achieve greater economic output. At the end of 2006, China issued the "National Assessment Report on Climate Change," which has made it clear that China take the "low-carbon economy" path of development. At present, the transition to a low carbon economy has become not only the trend of world economic development, but also the internal needs of Jiangsu Province’s economic and social development. Smooth transition of foreign trade and sustainable development depends largely on its coping ability to the coming of low-carbon economy era. In the long run, low-carbon economy and the development of Jiangsu's foreign trade share the same goal. The article puts forward Jiangsu province foreign trade export process need constructive development of low carbon export trade, analyzes the necessity of developing low-carbon economy points out that the Jiangsu city foreign trade development is facing environmental pressure, thus the construction of Jiangsu province foreign trade development mode of low carbon would reduce carbon emissions. Jiangsu province should actively prepare for the transition to low-carbon economy in system, technical innovation; it also needs to improve the competitiveness of their products to prevent the negative effect of the trade friction such as "carbon tariff".
