摘要：非关税壁垒措施(以下简称壁垒)在很大程度上制约着国际市场上贸易的健康发展，而且从现在的国际贸易发展情况中来看，非关税壁垒措施不仅没有减少，还随着经济全球化和贸易自由化的程度加深而出现不断增强的趋势，反之，关税壁垒措施在被不断减少。许多进口国利用非关税壁垒措施来保护本国的市场和生产，这是为了保护本国居民的生命健康及环境的生态平衡。但事实上这是一种狭隘的行为，还有可能阻碍自身的发展。还有一些国家利用WTO规则中的一些漏洞，对进口的产品采用苛刻的质量、技术安全标准等要求，以此为贸易障碍，阻碍出口国产品进入国内。在国际贸易中，我国是一个出口大国，我国的产品也不断遭受到外国的非关税壁垒措施，让我国的产品不能顺利进入他国市场，这不仅影响了我国国际贸易的发展，还让我国的出口企业承受了很大的损失。但在这样的情况下，我们不能只把注意力放在我们所遭受的损失上，我们应该更加关注怎么去解决非关税壁垒带来的弊端，只有这样，我们才能更好的去参与到对外贸易的竞争当中，同时，也提高自身素质。

ABSTRACT：Non-tariff barriers measures in international trade is largely hampered by plays a big role, but from now, in the international trade development of the non-tariff barriers measures not only failed to reduce, also with the deepening of economic globalization and trade liberalization and a rising trend, on the other hand, the tariff barriers measures in is shrinking. Many importer uses of non-tariff barriers measures to protect domestic market and the production, this is to protect human and animal and plant health and safety and environmental needs. But in fact it is a narrow behavior, and may hinder the development of their own. There is some flaw in the use of WTO rules, some countries on imported products by demanding of quality and technical safety standards, as trade barriers, obstacles exporter products into the country. In international trade, our country is a exporter, and our products are constantly subjected to foreign non-tariff barriers measures, make our products can't smoothly to enter foreign market, this not only affects the development of China's international trade, also let China's export enterprises suffered great losses. But in this case, we can't only to focus on what we suffer losses, we should pay more attention to how to deal with non-tariff barriers measures to this problem, only in this way, we can better development the international trade of our country, at the same time, also improve their own quality.
