摘 要:过去我们总是把社会管理等同于社会控制，把群众正当合法的利益诉求与表达视为不稳定因素，导致矛盾更加激化；一些新的问题还在不断产生，事关人民群众的切身利益，所以进行社会建设，创新社会管理，加大社会工作的服务力度成为一个新的迫切需要。特别是在社会建设新时期，政府倡导建构服务型社会管理新体制，社会管理被赋予新的理念——以服务尤其是优质的服务实现有效社会管理。因此，促进社会工作发展新思路，从管理到服务，并且加强社会工作实务服务，增强社会工作的实践能力，以专业服务促进政府职能转变是很有必要的。而目前在我国，社会工作管理有序，服务性不足，社会发展不能适应服务型社会建设，本文正是在从管理到服务理念变革的大背景下，对社会工作从管理到服务的理念变革以及对社会工作发展现状进行研究，在此基础上，提出了以服务为追求的社会工作发展的新思路，论述已有的实践成果，并对未来发展进行了展望。

ABSTRACT:We were always equivalent the social managemen to the social control in the past , and consider legitimate interests and expression as unstable factors, lit's lead to contradictions intensified. Some new problems are produced, bears on the immediate interests of the masses of the people, and so on social construction, innovation social management, and intensify social work service become a new urgent need. Especially in the social construction in the new period, the government advocates the construction of a service-oriented new system of social management, social management are endowed with new concept, especially the high quality service by service implementation effective social management. , therefore, to promote social work development new way of thinking, from management to service, and strengthen the practice of social work services, enhance the capacity of social work practice, to professional services promote the change of government function, it is very necessary. Management and orderly, and at present in our country, social work service is insufficient, can not adapt to social development a service-oriented society construction, this article is from the management to the service concept change, against the background of the social work from the management to the service concept change as well as the study of social work development situation, based on this, puts forward to pursue social work services for development of new ideas, discusses the existing practical results, and for the future development was prospected.
