摘要：廉洁政治既是政治发展的目标追求，也是党和政府治国理政的价值指引。新形势下，廉洁政治已成为党和政府面临的重要课题。在依靠政策、具体行政行为实现廉洁政治的同时，更需要完善廉洁政治的体制、机制，并通过制度创新，开创廉洁政治新局面。

Abstract：Clean politics is the objective of political development and is also the value of guidance of the party and government. Under the new situation, clean politics has become an important task to the party and the government. To implement clean politics relys on policies, the specific administrative acts, at the same time, to achieve the new situation of clean politics also needs more improvements on the clean politics system, mechanism and system innovation.

廉洁政治是一个不断补充、不断完善、不断发展的过程，建设廉洁政治将是一个长期的、持之以恒的、继承与发展的政治任务。由此，廉洁政治建设要充分考虑特定历史阶段的客观性与政治价值目标的前瞻性。从巴黎公社建设“廉洁政府”到列宁的廉政思想，反腐倡廉一直是无产阶级政党的本质要求。在国际反腐倡廉理论与实践的影响下，我们党自始至终贯彻廉政政治，十八大报告中旗帜鲜明地确立了建设廉洁政治的重要性，中央政治局召开党的群众路线教育实践活动更是以为民、务实、清廉为主要内容。可见廉洁政治的理论与实践始终贯穿于中国共产党的发展史当中。
