摘要：在乡镇规划过程中引入公众参与，是乡镇规划活动自身的特点所决定的。公众参与作为一种广泛参与的形式，对乡镇规划的合理性和正当性起到积极的促进作用。然而，在具体的公众参与乡镇规划中还有许多问题，因此，本人以家乡为调查研究地，通过大量数据证明这些问题的存在，并从中分析其存在原因，提出切实可行的解决方案，让公众能更好的参与到乡镇规划中，使得乡镇规划更加科学化、民主化。

Abstract:In the township the introduction of public participation in the planning process, town planning activities is determined by its own characteristics. The broad participation of public participation as a form of rationality of the township planning and play an active role in promoting legitimacy. However, public participation in the specific town planning there are many problems.Therefore, in my hometown for the investigation, through the large number of data to prove the existence of these problems, and to analyze the reasons for its existence, put forward practical solutions,the public can better participate in the urban and rural planning, making urban planning more scientific and democratic.

乡镇规划中的公众参与问题是指政府在计划和实施乡镇发展的过程中，通过一定的方法和程序让公众参与到那些与他们的利益息息相关的规范决策和制定过程中引发的一系列问题。实践中，乡镇规划与公众的利益直接相关。因此，公众意愿的表达是否充分，公众能否真正参与乡镇规划直接影响着公众利益的实现程度。具体来说，公众参与乡镇规划的必要性表现在以下几个方面：一是我国民主政治发展的必然要求。公众参与是民主主义理念在管理活动中的延伸；二是制定正当、合理规划的必然要求。公众是乡镇功能的不足和缺陷的直接感知者，因而能不断提出新的要求，促使乡镇功能的不断完善；三是乡镇规划得以顺利实施的必然要求。乡镇规划的立项、制定和决策过程中，注重和听取当地群众的意见和看法，这样不仅可以使乡镇规划更加完善和合理，也能够充分保障规划的执行和实施；四是监督规划部门依法行政的必然要求。乡镇规划作为各级政府行政权力在乡镇管理中的运用和体现，必须维护公众的利益，接受公众的监督，而接受公众监督的最佳形式就是允许公众参与到制定过程中。
