摘要：近年来我国出租车行业的发展面临着诸多的问题，尤其是在燃油税费改革之后行业的问题更加明显。其问题主要表现在管理效能低、营运成本高、能源高消耗和利益分配不公等方面。如果这一系列的问题得不到有效地解决，将严重制约出租车行业乃至国民经济的发展。为了解决这一系列问题，政府和出租车行业本身应当共同努力，从加强政策支持、提高管理效能、加强行业监管和开发清洁能源等方面着手，解决好出租车行业存在的问题。

Abstract: In recent years the development of taxi industry faces numerous problems, especially in the oil industry's problems are more obvious after the tax reform. Its problems mainly in the management of low efficiency, high operating costs, high energy consumption and unfair distribution of benefits, and so on. If these issues are not effectively addressed, will seriously restrict the taxi industry and the development of the national economy. To solve this problem, the Government and the taxi industry itself should make joint efforts, strengthening policy support, to improve management efficiency, strengthening industry supervision and developing clean energy to, solve problems in the taxi industry.

出租车行业被视为城市“流动着的窗口”，其运营和发展是否健康，不仅直接关系到广大市民能否安全、便捷地出行，也影响着城市社会稳定的维护和整体形象的塑造。相关数据显示，尽管出租车被视为公共交通的组成部分，是地面公交和轨道交通的功能补充，但目前出租车承担了公共交通20％左右的客运总量，已经远远超出其“功能补充”的地位。也因此，当面临种种问题，甚至陷入运营成本高、市场管理混乱等各种困局时，出租车行业能否走出困境、该怎么走出困境，成了我们最为关心的问题。
