摘要:中小企业在我国经济发展中有着重要的地位和作用,不仅在数量上占绝对优势,而且发展速度也领先于大型企业。但是面对激烈的竞争,单个中小企业势单力薄,无法形成强大的竞争力,要在复杂的市场中立足十分困难。建立战略联盟,借助外力促发展,是我国中小企业迅速壮大的有效途径。然而,现实中很多中小企业组建的战略联盟迅速出现又迅速解体,始终未能发挥它的应有作用。

   中小企业战略联盟的发展需外部组织提供有力的支持。所以发展和完善面向中小企业战略联盟的中介服务体系,是促进中小企业战略联盟的形成和发展,进而提升中小企业核心竞争力的关键。

   本文首先分析了中小企业在国民经济发展中的作用、发展现状,以及中小企业战略联盟的障碍因素,阐述了中小企业战略联盟中介服务体系存在的理论基础(如交易成本理论)、产业定位和功能作用;其次,通过德国创新联盟和能力网对中小企业战略联盟中介服务体系的运行模式提供有益的借鉴;再次,构建了由五个子系统构成的中小企业战略联盟中介服务体系,即交易信息服务体系、技术创新孵化服务体系、资源共享服务体系、咨询与评估服务体系、风险投资及融资服务体系;接着,对中介服务体系在中小企业战略联盟中的作用进行了阐述,即促进中小企业战略联盟的形成和发展、增强战略联盟的稳定性、降低战略联盟的风险、降低交易成本、创建良好的战略联盟环境;最后,探讨了中介服务体系的“五化”运行模式,并提出了几点促进中小企业战略联盟中介服务组织发展的政策建议。

Abstract:Small- and medium-sized enterprises (SMEs) are playing very important roles in current China's economic development, which not only take the obvious advantages in quantity, but also in the speed of development. However, a single Small- and Medium-sized Enterprise is so weak that it's very difficult for it to success in the vigorous competition. It will be an effective way for the SMEs in our country to develop themselves well with the outside resources by building strategic alliances. Unfortunately, lots of strategic alliances of SMEs disintegrates soon and the alliances could not fulfill an useful function as they should. 

   Therefore, powerful support services are needed, and the key point of the enhancement is to develop the intermediary services system for strategic alliances of SMEs. 

   Firstly, this paper analyses the importance of the SMEs in economic development and the current situation of the SMEs, and the obstacles of strategic alliances of SMEs in our country. Then expatiates the theory base (such as dealing cost theory), industry orientation and function of intermediary services system for strategic alliances of SMEs.

   Secondly, this paper presents The Innovation Alliances and The Capability Net in Germany to get some benefit revelations for the operating mode of intermediary services system for strategic alliances of SMEs in our country.

   Thirdly,the paper tries to build a framework of intermediary services system for strategic alliances of SMEs which consists of five subsystems,including dealing information service system, technology innovation incubating system, resource sharing system, consultation and evaluating service system and venture investment and financing system.

   In succession, the paper expatiates the important roles of intermediary services system in strategic alliances of SMEs. Such as promoting the forming and development of strategic alliances of SMEs, enhancing the stability, reducing the risk, reducing the dealing cost and creating a good environment for strategic alliances.

   Lastly, this paper discusses the “five trends” operating mode of intermediary services system, and submits some policy suggestions on promoting the intermediary services organization for strategic alliances of SMEs.
