摘要:产业集群作为一种充满活力的经济模式和产业组织形式，受到了学者、政府和企业界的高度关注。然而目前，我国传统产业集群的发展存在诸多问题，我国产业集群的主要竞争优势还是低成本，处于集群发展的低端道路，存在支撑中国产业集群可持续发展的竞争优势缺口。因此，如何保持集群优势的持久化和最大化，实现中国产业集群的可持续发展，就成为我们必须回答的问题。
然而目前来讲，有关产业集群可持续发展的理论研究还很少，缺乏相应的理论体系，来指导我国地方产业集群的可持续发展实践。正是基于这一理论发展现状，本文对产业集群的可持续发展能力进行了尝试性地研究与探讨，通过产业集群可持续发展能力的研究与相应的政策分析，以求为地方政府制定、实施旨在促进产业集群持续发展的政策提供思路和理论基础,从而实现我国地方产业集群的持续健康发展。
本文的具体结构是这样的：文章第一章是绪论，介绍了相关理论的研究背景与现状。第二章简要论述了产业集群及其可持续发展的相关概念和理论，为后面关于产业集群可持续发展能力的深入探讨提供了理论基础。接着,在第三章中系统分析了我国传统产业集群的发展现状，指出了其存在的现实困难和问题，从而引申出研究我国地方产业集群可持续发展能力的重要性和迫切性。然后，第四章是产业集群可持续发展能力的动因分析,文章深入探讨了产业集群可持续发展的动力机制及其内涵。第五章是介绍了产业集群可持续发展能力的评价模型,对评价模型的内涵和研究方法作了具体解析。最后，运用浙江诸暨的大唐袜业集群作了实例分析,探讨了大唐袜业集群的可持续发展能力,论证了大唐袜业集群的现实竞争优势与劣势,并为大唐袜业集群未来的可持续发展提供了政策性建议。
本文坚持了理论研究与案例分析、定量分析与定性分析的结合，注重理论研究对经济问题和经济现象的现实解释力,对我国地方产业集群的可持续发展具有重要的指导意义。

Abstract:As a sort of economic mode and industrial organizing modality full of livingness, industrial cluster gets high attention from scholar、governments and enterprises. But at present, the traditional industrial clusters of our country face a good many problems. The main competitive advantage of China’s industrial clusters is characteristic by low cost, located in low-road , where exists competitive advantage gap to support China’s development of industrial clusters. Therefore, we have to confront this fact.
But at the present time, there is little study on the sustainable development of industrial clusters and the corresponding theory system to instruct the developing practice of industrial clusters. Just based on this fact of theory, this paper tentatively studies and discusses the sustainable development capability of industrial clusters in a creative way. By the way of studying on the sustainable development capability and corresponding policy analyze, the paper offers the theory basis for the regional government to institute and implement the policies aim at accelerating the industrial cluster’s sustainable development.
This paper falls into six chapters: the first chapter is exordium, it introduces the relevant theory background and status quo. The second chapter simply discusses the basic conception of industrial clusters and its’ sustainable development, so this chapter provide the theory basis for the following discuss on sustainable development capability. The third chapter systematically discusses the development actuality of China’s traditional industrial clusters, points out the realistic difficulties and problems, and then emphasizes the importance and imminence to study the sustainable development capability of industrial clusters. The forth chapter discusses the motivate and power of industrial cluster’s sustainable development, and probes into the dynamical mechanism and meaning of sustainable development capability. The fifth chapter introduces the evaluating model of the sustainable development capability, and explains its connotation and method. At last, the sixth chapter, by the example of Datang socks industry in Zhejiang, discusses the sustainable development capability of Datang socks industry, talks over the main competitive advantage and inferior position of Datang socks industry and provides the policy suggestions.
This paper combines theory researching and case analyzing、qualitative analysis and quantitative analysis, and pay attention to the realistic explanation to the economic matter and phenomenon of the theory researching. So it’s a big significance for China’s industrial clusters to achieve sustainable development.
