摘要:“棚户区”作为城市和矿区、林区、垦区等部分人群的聚居区，是我国社会经济发展过程中的历史产物。被称为门头沟区“城中村”的采空棚户区，是位于该区门城地区西北部。该采空棚户区现有房屋建筑面积达百余万平方米，以低矮破旧平房为主，管线老化陈旧，居住面积狭小，居住条件亟需改善。
随着我国城市化进程的加快，城市区域不断扩大，越来越多的人们被纳入了城区范围，这些质量较差的房屋、设施不全的区域将进行拆迁改造。通过房屋拆迁，更新市政设施和完善交通，不仅有效改善居民的住房条件，改善人居环境，提升城市功能，而且有利于缓解社会矛盾，增强社会的稳定，拉动经济的增长。
拆迁补偿已成为门头沟棚户区改造中的关键问题，而拆迁补偿的标准和方法也成为引发矛盾的焦点。我国各城市现行的拆迁补偿方法和制度虽然在很多环节已有所改进，但仍然存在着不合理的地方，需要进一步完善。本文以门头沟新城的拆迁补偿政策为例，根据研究范围和重点设计的200份调查问卷，主要了解被拆迁群众对现行补偿标准、安置政策、评估方法等的意见，并对基础数据进行总结归纳，同时具体分析了此次采取的拆迁补偿方法的优势与不足，与昌平区北七家镇东三旗村（挂账村）旧村改造拆迁补偿政策对比分析，并就补偿制度和补偿方法的完善提出可行性建议。
