[摘要]人才是一个企业最重要也最稀缺的战略资源和核心能力,人才资源战略管理成为企业发展战略管理的重要组成部分。企业综合实力的竞争,归根到底是人才数量和质量的竞争,是人才成长和发挥作用机制的竞争。竞争是企业成败的核心所在,现代企业的核心竞争力往往是由企业所拥有的人才决定的,因而,一个企业集团人才工作创新机制如何,能不能吸引和凝聚集团各分(子)公司及社会上的人才特别是高素质的人才,能否合理配置、管理、开发和利用好人才,将关系到企业集团生存发展。本文试就合肥美菱公司人才战略实施与企业发展进行探讨,不当之处,请各位老师指正。

[Abstract] Talent is one the most important and most scarce strategic resources and core competencies, strategic management of human resources to become an important part of enterprise development strategies.
