摘要：中美贸易关系是当今最为重要的双边经贸关系，随着中美贸易的迅速发展，两国的贸易摩擦也在不断升温，美国针对我国制定了一系列限制性的贸易政策，这些贸易政策已经严重影响到两国之间的贸易，对双边贸易发展也产生了不小影响。
本文运用政治经济分析法对贸易政策决策进行，并深入分析影响美国对华贸易政策的政治和经济因素，内外的制约机制，把握美国对华贸易政策的战略方向和发展趋势，全面了解中美贸易关系，有助于我国政府和企业应对美国的贸易政策。在本文中我们的目标是分析各种因素对对华贸易政策的影响，再全方位的分析政策制定机的制，并指出贸易政策制定的政治经济特征，为未来美国对华贸易的发展展望打下基础并提出相应的对策。
本文首先在第一章导论介绍了研究目的意义和方法，以及研究分析的优缺点。第二章介绍了从1979年以来美国对华贸易政策的历史演变，以增进了解美国贸易政策决策体系变化的几个不同的阶段。第三章介绍了美国对华贸易政策相关的决策者在整个决策体系中的作用和权力的分配。第四章先分析了美国对华贸易政策的政治因素，再对美国对华贸易政策的经济因素进行了分析，展示了美国对华贸易政策的主要制约因素，并指出了美国对华贸易政策的政治和经济特征。第五章提出了中国对美贸易发展的政策建议，为我国之后的贸易发展指明方向。第六章为结论和未来的展望。

ABSTRACT：Sino-US trade relations are today's most important bilateral economic and trade relations, with the rapid development of Sino-US trade, trade frictions between the two countries is also rising, the United States has taken a series of trade policy, the trade policy has seriously affected the two trade between countries on the development of bilateral trade had a impact. This article uses the political economy of trade policy decision analysis methods, in-depth analysis of U.S. trade policy affect the political and economic factors, both internal and external control mechanism, grasp the U.S. trade policy toward China's strategic direction and new trends, a comprehensive understanding of an important part of Sino-US trade relations, but also help our government and enterprises to U.S. trade policy. This paper aims to investigate the impact of U.S. trade policy factors, the U.S. trade policy toward China and its strategy to provide a panorama-style analysis, and stressed the political economy of trade policy formulation characteristics, as a future perspective U.S. trade policy and propose countermeasures. Introduction This first chapter introduces the purpose and significance of research and methods, as well as research and analysis of the advantages and disadvantages. The second chapter introduces the United States since 1979, the historical evolution of trade policy toward China, to promote mutual understanding changes in U.S. trade policy decision-making system in several different stages.
