摘要：我国的中小企业要进行跨国经营，不能照搬原有的国内经营模式，其跨国经营策略的选取，必须结合自身的特点，即中国中小企业的特点。只有清楚知道中小企业海外投资现状，了解自身的优势与劣势，摆正自己的位置，才能形成自己的特色。因此只有对中小企业海外投资现状进行分析，归纳出中小企业海外投资现状的特征，找出存在的问题，认清其发展趋势，才能采取相应的措施从根本上解决现存的问题，使中小企业在海外的发展更有竞争力，在全球化经济中占据重要地位。

中小企业跨国经营对我国经济发展具有十分重要的作用，但存在的问题也很突出。中小企业跨国经营是解决我国“走出去”战略的重要途径之一，通过各种措施促进我国中小企业跨国经营发展，在很大程度上也能促进我国经济协调发展，调动企业积极性。发挥自身优势，进而再次促进中小企业跨国经营更好的可持续发展，形成良性循环。不仅有利于实现我国经济建设的健康发展，更有利于全国以经济建设为中心的和谐社会的构建。但是，我国中小企业对外直接投资总体的条件是不成熟的，因此大规模对外直接投资的时机仍未到，但某些中小企业具有明显的优势，因此，应鼓励具备一定比较优势的中小企业抓住有利的发展时机，对于目前不具备条件的中小企业，其对外直接投资决策应该要慎重，政府应该发挥其宏观作用，从立法、管理和政策等方面为我国中小企业以后的大规模走出去作好相应准备。
