摘要：云南省昌宁县自1986年试种烤烟以来，经过20多年的努力，目前昌宁县烤烟产业已发展成为烟叶收购总额超亿元、财政收入超过三千万元的经济骨干产业。不仅提高了农民收入，提高生活水平，而且也是财政收入的主要来源，但是烟草产业发展还存在诸多问题，这些不足影响着当地烟农、企业、财政，甚至是消费者的行为，因此，本文通过叙述昌宁县优越的烤烟种植环境、产业条件，并依据现实发展情况，提出制约昌宁烤烟产业发展的因素，并针对问题提出有利于当地烟草产业健康发展的对策与建议，使昌宁烤烟产业可持续发展，真正成为一项富民、壮乡、强县的经济产业。

烤烟生产的发展对保持烟叶产区经济和农民收入稳定增长乃至农村社会的稳定起着重要的作用。本文通过对昌宁县烤烟产业现状的调查分析，结合当地经济、地理、气候条件，不断引进和改良烤烟品种，加大科技投入，合理布局、规划烟区，强化技术服务等方面进行改革和推行相应的有效措施，一定能改变烤烟产业的发展现状，产出更优质的烟叶，树立自己的优质烟叶品牌，实现烤烟产业可持续发展，促进当地社会经济发展，使昌宁真正成为烤烟之乡。
