摘要：自改革开放以来，人们生活水平得到不断提高。苏州市对外贸易也取得举世瞩目的辉煌成绩。即便如此，与此同时我们也必须意识到，苏州对外贸易活动过程中也遭遇到了许多阻碍，例如禁止进出口、限制进出对外贸易救济行为（反倾销、反补贴、保障措施等）、出入境检验检疫制度、技术壁垒、环境壁垒等等各种各样的贸易壁垒，其中绿色贸易壁垒是其中最为突出的一个形式。
本文介绍了绿色贸易壁垒基本含义与主要形式。针对绿色贸易壁垒对苏州进出口贸易活动具有递增进出口总额、趋同贸易增速、提升进出口额比重、减缓外企和出口增速等特点，分析了绿色贸易壁垒对苏州市进出口的刺激作用，不过也存在了对外资企业的打击和导致出口市场变化混乱的现状。同时分析了绿色贸易壁垒对苏州市对外贸易的影响，包括：苏州市产品的出口市场范围缩小、减缓了苏州产品出口增长速度、出口产品成本和企业效益等等方面。以此给出应对绿色贸易壁垒的策略，包括：若政府重视“环境外交”的营销作用、如何为企业申请认证工作创造条件、发展环保企业、加速筹建绿色核算体系；企业开展绿色营销，建设绿色管理、发展绿色产品市场、调整优化出口结构、推进环境标准制度 、发展海外直接投资。虽然绿色贸易壁垒尚存在着缺陷，但从长远来看，这也对苏州对外贸易活动产生了积极的影响。我们应当建立科学合理、符合本国实际现状的绿色壁垒体系与预警机制。积极开展环境保护建设，全面绿化出口产品，积极帮助企业开展对环境有益的技术研发，发展我国企业在对外贸易中的竞争力，促进我国经济由量向质的转变。

Even so, at the same time we must also realize that, suzhou also encountered many obstacles in the process of foreign trade activities, such as import and export are forbidden, limited access to foreign trade remedy actions (anti-dumping, countervailing, safeguard measures, etc.), the entry-exit inspection and quarantine system, technical barriers, environmental barriers and so on all sorts of trade barriers, the green trade barriers is one of the most prominent of a form.
This paper introduces the basic meaning of green barriers to trade and the main form. In view of the green trade barriers on suzhou import and export trade activities with imports and exports, increasing convergence trade growth, increasing proportion of import and export, slowing foreign enterprise and export growth and other characteristics, analyzes the green trade barriers on the stimulating effect of the suzhou import and export, but there is also a blow to the foreign capital enterprise and the current situation of change in export market chaos. At the same time, analysis the influence of green trade barriers on suzhou's foreign trade, including: suzhou product range of export markets, export growth slowed the suzhou products, product cost and enterprise benefit, etc. In order to deal with green barriers to trade strategy is given, including: if the government attaches great importance to the marketing function of "environmental diplomacy", how to apply for a certification for enterprises to create conditions, development of environmental protection enterprises, accelerate the construction of green accounting system; Enterprises to carry out green marketing, green construction management, developing green products market, adjusting and optimizing export structure, promote the development of environmental standard system, foreign direct investment. Although the green trade barrier is still there is a defect, but in the long run, this also in suzhou foreign trade activities had a positive effect. We should establish scientific and reasonable, accord with the actual situation of domestic green barrier system and early warning mechanism. Actively carry out environmental protection construction, comprehensive green export products, and actively help enterprises carry out technology research and development, which are beneficial to the environment, the development of China's enterprises in the foreign trade competitiveness, promote our country economy shifting from quantity to quality.
