摘要：当代经济发展过程中，随着经济规模的不断发展与扩大，化石能源等常规能源的消耗量不断增加，对环境造成了严重的污染，臭氧空洞，温室效应影响持续不断，全球生态环境受到严重的破坏,因此保护环境，发展绿色经济已成为全球的首要的共同目标，碳关税作为发展绿色经济的一个重要前提，引起了社会乃至世界的关注。碳关税为温州民营企业的发展提供了一定的机遇，碳关税的征收在一定程度上促使温州民营企业加快产业结构优化、优化能源结构，促进经济可持续发展；另一方面，碳关税的征收对于温州民营企业的发展有着不利的影响：增加外贸企业生产成本，降低企业竞争力、影响企业出口贸易、增加企业技术资金压力，直接或间接的造成某些社会问题，影响温州市的就业率等。针对碳关税到来的机遇和挑战，温州民营企业应采取相关的应对措施，同时，也离不开政府的支持与鼓励。

Abstract：At present ,in the development of economy ,with the continuous development of economy and expansion,increasing the consumption of conventional energy sources such as fossil fuels,which have caused serious pollution to the environment.Ozone hole, greenhouse effects influence continued,the global ecological environment suffered serious destruction.so green economy has become the world's first environmental protection development of common goals.Carbon tariffs as an important premise of green economy development has paid the attention of the society and even the world.Carbon tariffs for the development of Wenzhou private enterprises have provided the certain opportunities, carbon tariffs levied in a certain extent contributed to the Wenzhou private enterprises to speed up the industrial structure optimization, optimization of energy structure, promote the economic sustainable development.on the other hand,Carbon tariffs levied for the development of private enterprises in Wenzhou has a bad influence:cheaper production costs, increase the foreign trade enterprise export trade, increasing the enterprise competitiveness, influence enterprise technology fund pressure.Direct or indirect cause some social problems,influence of wenzhou employment, etc.On carbon tariff coming opportunities and challenges, the wenzhou private enterprises should adopt relevant measures.At the same time,the development of economy cannot leave the government's support and encouragement.

本文的研究思路主要采取实证分析与规范分析相结合的分析方法。通过对数据的分析，首先引出低碳经济与碳关税的概念及相关特征，再提出目前温州民营企业外贸发展现状，接着分析温州民营企业在碳关税背景下进出口贸易发展情况。发现企业在其背景下遇到的主要问题，然后从宏观和微观的角度思考，提出更有利于应对碳关税的策略。
本文研究遵循“提出问题→分析问题→解决问题”的逻辑路径。“提出问题”即碳关税背景下温州民营企业发展现状分析；“分析问题”即查找原因，查找碳关税如何影响企业外贸发展；“解决问题”即有针对性地提出对策和建议。
采用定量分析与定性分析相结合的方法，通过查找相关文献、统计年鉴和统计公报，运用具体的数据来分析碳关税对温州民营企业的影响。
