摘要：山东省是经济强省，资源丰富，经济发展较快，在国家经济发展中发挥着重要作用。山东经济的发展得益于大型企业的支持，但是近年来，中小企业在改革开放的背景下发展壮大，中小企业数量不断增加，增幅也不断增加，同时，中小企业工业总产值不断增长，同大企业在社会资源配置与经济生活中竞争，同时又分工和协作，相互依存和发展，共同推动山东经济的发展，中小企业对外贸易的发展增加了山东经济对外贸易额。但是金融危机的冲击还没有完全淡去，深层次的影响使山东中小企业的发展面临着更加复杂的国际竞争形势。山东中小企业在发展过程中有规模小，抵御风险能力差，企业产业集聚度不高，企业经营管理不善，家族企业众多，融资困难等问题，阻碍了中小企业的发展。中小企业为了适应全球发展趋势，使自己的产品在国际市场中占有较大份额，必须依照国际市场的变化要求，结合自身的企业特点，调整企业生产销售策略，提高企业决策水平，改变企业家族管理模式，抓住发展机遇，同时，需要政府给予政策制度上的大力支持，为中小企业的发展创造良好的环境，帮助解决企业融资难问题，推动山东中小企业对外贸易的发展。

Abstract：Shan dong is a province of strong economic situation, rich in natural resources, economic development with high-speed, plays an important role in national economic, this thanks to the support of large enterprises.But recent years, small and medium-sized enterprise development under the background of reform and opening and the number is increasing. It industrial output continues growing, and compare the social and economic resource with big enterprise, division of labor and cooperation, They are common to promote the development of shan dong economy. The development of small and medium-sized enterprises of foreign trade increased shan dong foreign trade. But the impact of the financial crisis is still not fully, deep influence it in shan dong.It facing more complex international competition situation.It have many weakness like small scale, the ability of resist risk is poor, industrial concentration degree is low, poor management, many family enterprises, the financing difficult, hindered the development of it. It in order to adapt to the global development trend, make oneself of the products occupies a large share in the international market , it must according to the changes of the international market requirements, combined with its own characteristics, adjust the enterprise production sales strategy, improve decision-making level, change the family management mode, seize the opportunities of development.And, the government should give policy support , create good environment for the development of it, solve enterprise financing difficult problems, promote the development of small and medium-sized enterprises of foreign trade in shan dong.

(1)通过调查、查找文献、阅读中小企业简报，总结中小企业数量增长变化规律和中小企业工业产值增长规律以及在对外贸易市场中所占份额的变化；
（2）根据数据分析山东中小企业发展现状和特点；
（3）分析山东中小企业对外贸易发展过程中存在的问题；
（4）针对存在的问题，从企业和政府方面提出对策。
