摘要:目前的全球经济危机对启东市中小企业的生存和发展产生了很大的冲击力，启东市不少中小企业因为缺乏资金，面临着即将倒闭的危险，而中小企业融资难是困扰中小企业发展的主要问题，所以解决其融资难的问题亦成为当务之急。缓解启东市中小企业融资困境是一项综合性的社会工程。在这项工程中，政府、银行、中小企业自身都应该积极参与。政府应该为中小企业融资创建良好的法律环境和市场环境，构筑全方位、多层次的市场融资体系，并尽量为中小企业提供财政及税收优惠政策;银行应深化制度改革，完善金融企业制度，创新金融产品和金融服务，畅通中小企业融资渠道；而中小企业本身应努力提高自身素质，增强内在融资能力，因地制宜的选择融资途径。综上，鉴于中小企业在启东市经济中的重要地位，本文着重研究了启东市中小企业融资的现状并针对融资过程中存在的问题，深入分析问题的成因，就如何改善启东市中小企业融资现状、拓宽其融资渠道提出一些建议，来解决启东市中小企业的融资问题，加快启东市中小企业的发展，促进启东市经济的发展。

Abstract:The current global economic crisis, a lot of impact on the survival and development of small and medium enterprises in Qidong City, Qidong City, many SMEs facing is about the risk of failure due to lack of funds, financing difficulties of SMEs plagued the development of small and medium-sized enterprises.so, to solve the financing problem, has also become a priority. Ease the financing difficulties of SMEs in Qidong City is a comprehensive social engineering. In this project, the government, banks, small and medium enterprises should actively participate. The Government should create a good legal environment and market environment for SME financing, to build a comprehensive, multi-level market financing system, and try to provide financial and tax incentives for small and medium-sized enterprises; bank should deepen reform, improve the financial enterprise system, innovation financial products and financial services, smooth financing channels for SMEs; SMEs should strive to improve their own quality, enhance intrinsic financing capacity, according to local conditions the choice of means of financing. In summary, in view of the important role of SMEs in the economy of Qidong City, this article focuses on the status of Qidong City SME financing and the problems in the financing process, in-depth analysis of the causes of the problem on how to improve the financing situation of SMEs in Qidong City broaden the financing channels to make some suggestions to solve the financing problems of SMEs in Qidong City, accelerate the development of SMEs, Qidong City, to promote the economic development of Qidong City.
