摘要：本文综述了贸易理论的历史变迁,揭示了贸易保护理论和自由贸易理论互动、共生的特点,并在不同时期贸易保护主义的不同发展，论证了贸易保护的合理性。在此基础上，结合我国作为发展中大国的基本国情，提出新时期我国怎样利用WTO条款进行贸易保护的新举措，从而更好的保护本国市场免受外国商品的竞争，保护本国就业，维持在国际分工和国际交换中的支配地位。

Abstract： This paper reviewed the changes in the history of the trade theory, reveals and demonstrates trade protection theory and free trade theory, the characteristics of symbiosis interaction, and in different period of trade protectionism different development. On this basis, combining with our country as a big developing country basic national conditions, this paper puts forward a new era for our trade protection measures of development, so as to better protect domestic market from foreign goods competition, protect the national employment, maintain in the international division of labor and the international exchange of dominance

世界各类国家在不同的发展时期、经济发展的不同程度及所处国际经济地位不同,保护贸易理论和政策有所不同,都有其合理性的解释。因此,既不能简单地否定自由贸易也不能一概否定贸易保护。每个国家都有自己独特的历史和问题,对贸易对象国采取哪些贸易政策工具时,应综合考虑具体的政治和经济环境,各产业竞争能力等诸多因素谋求本国利益最大化。根据贸易保护和自由贸易的实质和规律,以及国际贸易的目前态势和特点,作为已加入世界贸易体系的我国应确立开放式的贸易保护政策的发展战略,处理开放与保护的关系,并不断增进贸易保护措施手段的合理性选择。
