摘要:人才是推动社会生产力发展的动力因素之一,是社会稀缺资源。科学发展观强调经济的高效益、高质量发展,人才的作用不容忽视。改革开放以来,各地经济快速、持续、健康的发展均得益于人才的高效利用。第十个五年计划期末,很多城市在“人才强国”“人才强省”的战略推动和指引下都相继提出了各自的“人才强市”战略。南京市作为经济大省江苏省的省会,作为长三角区域的一个中心城市,其政治、经济、文化的发展更是受到万众瞩目。在未来新的一轮竞争中,人才的重要作用将日益显著。在这样的人才战略背景下,如何做好人才市场构筑人才高地,如何利用人才优势扩大人力资源,如何发展人才强市战略成为南京市人才工作的首要任务。本文回顾了南京市人才强市的前期工作,分析了人才强市的现状及存在的问题。

Abstract: Talent is one of the driving factors promoting the development of social productive forces, is the social scarce resources. Scientific outlook on development of high efficiency, high quality development emphasizes economic, the role of talent can’t be ignored. Since the reform and opening up, the rapid economic, efficient continuous and healthy development is due to personnel. The Tenth Five Year Plan Period, many cities in the "talent" "talents" strategic guidelines have put forward their own "talent strong city" strategy. Nanjing, as the provincial capital of Jiangsu Province, as a central city in the Yangtze River Delta region, the development of politics, economy, culture is all the more remarkable. In the future, the new round of competition in talent, an important role will become increasingly significant. In the background of the talent strategy of this, how to do well the talent market, building the highland of talents, how to make use of talent advantage of human resources, how to develop the talent strategy has become the primary task of Nanjing talent. This paper reviews the preparatory work of Nanjing City talent strong city, analyzes the current situation of talent strong city and existing problems.
