摘要：政府信息公开制度对于推进服务型政府建设、保障社会公众的知情权具有重要意义。政府信息公开已经成为各国建立透明阳光政府的一个潮流。但是，目前在我国行政执法实践中，政府信息偏重保密而公开程度较低、政府为社会提供信息的方式和渠道不全面、公民获得政府信息的程序方面缺乏保障和救济立法制度，应而要想切实保障公民知情权的行使，矫正信息不对称现状，就必须建立一套完善可行的行政信息公开法律制度，以期回应当下中国法治的需要。

Abstract:The publicity of Government information has become a tide for the countries to builld their transparent governments.The publicity of Government information systemhasgreat significance for promoting construction of service-type Government,and protecting the public's right to learn the truth.But,in our country,the govenment information tend to be confidential rather than being public.The accession of citizen togovernment information legislation system is lacking protection and relief programsand government has no comprehensive ways and channels to provide information for the social and so on.It is necessary to make a detailed investigation and analysis for the system POG toget perfect proposal of POGI system in response the needs of the rule of law in contemporary China.

社会的构建创造良好、稳定的内部环境，把政府的活动公开，使人民得到全部的信息，使政府在人民监督下运行。俗话说阳光是最好的消毒剂，一切见不得人的事情都是在阴暗的角落里干出来的，公开才能消除暗箱操作，公开才能促进民主，公开才能保证公正，公开才有公平。因此，必须完善我国的政府公开信息制度问题。充分发挥政府信息对人民群众生产、生活和经济社会活动的服务作用，使众多行政管理信息、市场信息、服务信息、宏观决策信息等资源得到最大限度的开发应用，实现行政服务于公共利益的宗旨。
