摘要：利用外资是促进对外开放和经济增长的重要组成部分，也是适应全球经济一体化并参与国际分工的重要部分。近年来，江苏省利用外资呈现跨越式发展，极大地促进了江苏经济与社会的发展。外资拉动了江苏省经济增长，增加了财政收入，扩大了就业，促进了产业升级，还增强了外贸实力。为了促进江苏更好地利用外资，本文主要从外资的利用规模、利用质量、投资方式、资金投向、地区分布来分析江苏省利用外资的状况。从中发现，江苏省外资利用质量低，产业结构不合理，产业同构严重，区域差距扩大。对此提出了一些对策，通过调整发展思路，改善投资环境，提高自主创新能力来不断提高外资的规模和质量，通过引导外资产业流向，合理发展区域产业来优化和升级产业结构，通过发挥优势并引导产业集群来引导外资在省内合理分布。

Abstract：Utilizing Foreign Capital is not only an important part of promoting the opening up and economic growth, but also an important part of adapting to global economic integration and participating in the international division of labor. In recent years, Jiangsu Province’s utilization of foreign capital presents leaps and bounds, greatly promoted the development of Jiangsu Province's economy and society. Foreign capital has promoted economic growth of Jiangsu province, increased revenue, increased jobs, promoted industrial upgrade and enhanced foreign trade strength. In order to promote Jiangsu Province better utilization of foreign capital, this passage is mainly from the scale, the quality, invest mode, the direction of capital flows and regional distribution of foreign capital to analyze the situation of Jiangsu Province’s utilization foreign capital. We find that the quality of Jiangsu Province’s utilization foreign capital is bad, the industrial structure is unreasonable, the situation of the same structure is serious, regional disparities expand. In view of these problems, the author put forward some measures to improve the situation. To continuously improve the scale and quality of foreign investment, we need to adjust the development of ideas, and improve the investment environment, improve the capability of independent innovation. To optimize and upgrade industrial structure, we need to guide foreign investment flows and develop regional industry reasonably. To guide the distribution of foreign investment reasonably, we need to play advantage and promote the industrial cluster.
