摘 要:随着经济水平的提高，人们的消费水平也在逐渐提升。烟草行业也在迅速蓬勃的发展，烟草行业作为垄断性企业，不仅为国家税收及经济发展做出了巨大贡献，同时也增大了就业率并带动了其他产业的积极发展，但是在烟草行业蓬勃发展的状态下，有些问题也是不可忽视的，众所周知，烟草对吸烟者及被动吸烟者的身体健康会造成严重伤害，烟草燃烧在一定程度上也会影响环境，并且，种植烟草需要大量的化肥，这对土地造成的伤害是不可逆的，种过烟草的土地一般很难再种植其他作物，虽然烟草对经济做出的贡献是巨大的，可是其对经济造成的危害也是不可忽视的，如医疗、火灾等。所以针对这些问题，我们找出了相应的解决方式，比如在烟草中加入中草药，种植烟草的土地采用轮换制，种植一年烟草，种植一年作物等方式最大程度上减小烟草造成的危害。由于烟草发展过快造成的这些问题，我们应该寻求解决方式使烟草可以更加健康的发展，比如加强《烟草控制框架公约》的执行，引入先进科技等方式，如此一来，我们相信这些政策措施可以让我国的烟草行业适度的，往对国家有利的一面发展。

ABSTRACT:With the improvement of economic level, people's consumption level is also gradually improve. Tobacco industry also rapidly booming development, the tobacco industry as a monopoly enterprise, not only for national tax and made tremendous contributions to the economic development, but also increase the employment rate and lead to the positive development of other industries, but in the tobacco industry vigorous development, some problems also cannot be ignored, as is known to all, tobacco to the smokers and passive smokers' health will cause serious damage, the tobacco burns to a certain extent, will affect the environment, and the tobacco needs a lot of chemical fertilizer, which is irreversible harm to the land, land planted tobacco generally difficult to other crops, while tobacco's contribution to the economy is great, but the effects of the economy is also cannot be ignored, such as medical, fire, etc. So aiming at these problems, we find out the corresponding solutions, such as adding Chinese herbal medicine in tobacco, tobacco land use rotation system, planting tobacco, a year a year crops methods such as maximum reduce the effects of tobacco. These problems caused by tobacco development too fast, we should seek solution make tobacco can more healthy development, such as strengthening the implementation of the framework convention on tobacco control, the introduction of advanced science and technology, as a result, we believe that these policy measures can make China's tobacco industry is moderate, the beneficial development of countries.
