摘要:扬州清曲是流传于扬州一带的曲艺形式，六百多年来，它以其独特的艺术魅力影响了国内许多戏曲和曲艺的形成与发展，特别是对扬州地方戏剧扬剧音乐的形成有过重要影响。然而，随着社会的发展与时代的变迁，扬州清曲面临着严重的生存危机，遭遇着市场冷落、传承无人、机制不完善等困境。扬州清曲的生存现状不容乐观，对它的传承与保护是一项复杂的工程，不仅要建立传承人机制，加大宣传力度，更要依靠法律的强制力及约束力来提高民众的传承保护意识；不仅要发展传统的清曲，更要对其注入时代的精神和内容，只有这样才能使这朵艺术奇葩愈开愈艳。

Abstract:Yang Zhou qingqu is a kind of art forms popular in Yang Zhou area, more than 600 years, with its unique charm influenced the formation and development of many domestic drama and Opera, in particular it has had a significant impact on the formation of Yang Zhou Opera music. However, with the development of era, Qing Qu is facing serious crisis, suffering cold market, no inheritance, mechanism imperfect and other problems. The survival situation of Qing Qu is not optimistic, the protection and heritage of Qing Qu is a complex project , not only to establish the inheritance mechanism, strengthen propaganda, but to rely on the power of law to raise public awareness of heritage protection; not only to develop traditional Qing Qu, but also to use the spirit of the times and content to heritage protection, only that can make this wonderful work of art more and more open and brilliant.

一些前辈学者立足于民间艺术的保护,对扬州清曲进行了调查与研究。如朱祥生《关于扬州清曲的几点思考》（《艺术百家》，2002年第3期）、谈欣《扬州清曲现状调查及剖析》。前者在阐述传统扬州清曲的艺术特征和深远影响的基础上，通过对现阶段扬州清曲危机的考察，分析得出了具体措施。后者在对现存扬州清曲调查分析的基础上，找出其发展规律并指出了对清曲发展的想法。然而，这些学者在研究扬州清曲时，主要注重于调查现状，没有在现状的基础上重点分析传承扬州清曲所面临的问题；在提出建议措施时，或者重视政府的力量轻视公众的力量，或者轻视政府的力量重视公众的力量；提议政府加大宣传力度，却未考虑法律政策在这中间所发挥的作用。
本文试图从较为全面的视角出发，具体阐述传统扬州清曲的起源、内容、艺术形式和演出情况，通过对扬州清曲生存现状的考察与研究，总结扬州清曲在传承方面所面临的问题，分析形成这种现状的原因，并提出对扬州清曲保护与传承方面的建设性对策，让扬州清曲重现昔日的风光，让扬州民间地方文化更加繁荣与兴盛。
