摘要:食品的好坏与人们的生活密切相关,尤其是在经济全球化的趋势下,食品安全问题收到了世界更广泛的关注。我国食品监管体制包括监管主体及职权分配、相关食品安全政策、食品安全标准。近年来,我国陆续爆发的食品安全问题说明我国食品安全监管体制存在缺失,这主要体现在法律保障体系的缺失、食品安全监管部门职责不清、食品安全教育滞后、原料的污染、新产品和新技术存在潜在风险几方面。针对以上问题,通过借鉴发达国家在食品监管方面的成功经验,并依据我国实际国情,对应的矫治方法有:一是完善我国食品安全法律体系;二是建立分工明确、协调一致的执法体系;三是加强食品安全教育、提高全民食品安全素质;四是提高生产企业的规模和管理水平、加强对食品流通环节的监管力度、加大执法力度,杜绝假冒伪劣食品和建立食品安全诚信体系。

Abstract:The quality of food is closely related to people's lives, especially in the trend of economic globalization, food safety problems received wider attention in the world. With the rapid economic development in China, people's material living standards constantly improve, more and more kinds of food to meet market demand. However, in recent years, one after another outbreak of food is undoubtedly a threat to the health of the people have a negative impact on quality of life, which shows that the food regulatory system in China lags behind the consequences. The article first clarifies the definition of food safety and security, introduced China's food regulatory system in general and pointed out that China's food safety regulatory system there are three major issues, a lack of laws and regulations, and two regulatory unclear responsibilities, inadequate supervision of the food industry chain, the late start of our research on food safety issues; introduced the United States, Canada and other Western developed countries in the food regulatory measure, for the above context, to learn from Western countries, the successful experience in the food regulation, combined with China's specific national conditions, a number of recommendations to address food safety issues.

频频爆发的食品问题充分反应了我国目前的食品监管体制的缺失,因此,探索、完善和建立科学的食品监管体制具有重大意义。完善食品监管体制是建立法治社会的重要内容;健全食品监管体制是促进国民经济健康发展的重要保障;调整食品监管体制是坚持科学发展观和构建和谐社会的必然要求。
目前,食品安全已经成为一个重要的公共事业问题。为构建和谐社会,解决好食品的安全问题既是民心工程,也是政府工程。本文的目的是依据我国食品行业发展实际情况,对国外有效的食品管理机制进行分析与考量,指出我国食品监管体制大体情况并指出我国食品安全监管体制存问题,借鉴美、加等西方发达国家在食品监管方面的举措,结合我国具体国情,提出了解决我国食品安全问题的若干建议,从根本上解决我国食品安全的问题。
