摘要:随着数字媒体娱乐的兴起，IPTV作为一种新媒体，给观众带来全新的电视服务体验。IPTV吸引了业界众多眼球，成为全球电信业的投资重点之一。在政策、市场等因素的诱导下，云南IPTV进入了一个相对快速稳定的发展阶段。2009年10月云南爱上网络有限责任公司成立，它创造了央视、地方广电和地方电信三方共建IPTV合作运营的“云南模式”。“云南模式”取得了一定的成功，给电视台带来一种新的赢利模式。但是云南广电IPTV在运营中，仍存在一些问题和挑战，这包括广电体制问题、国家政策的限制和来自电信运营商的竞争，云南广电网IPTV内容匮乏、技术上的限制，只实现了回放、时移和点播功能，用户推广进展缓慢，逐渐形成了电信强、广电弱的局面。针对这一局面，本文在分析广电IPTV发展现状的基础上提出了一些相关的运营策略。

IPTV的出现给电视台开拓了一种到达受众的新渠道，IPTV给电视台带来一种新的赢利模式，研究云南广电网IPTV的现状与发展也因此具有深远的意义。IPTV业务对于电信运营商和广电运营商来说都是一种全新的业务模式，它既不同于以往任何一种广电业务，也不同于以往任何一种电信或互联网业务。目前广电IPTV业务存在的诸多问题也限制了其自身的发展。但随着云南相关部门对IPTV市场政策环境逐渐宽松、IPTV商业模式的深入探索和技术标准的逐步完善，在技术进步和市场需求的共同推动下，在政策利好的刺激下，IPTV在云南将得以更快地推广和发展。广电运营商站在产业化发展角度思考，不能仅期待利好政策的出台，更需要通过市场的明确增长，来推动政策的进一步深化。没有市场就没有发言权。如何在现有的政策框架中，结合实际，寻找出一条符合IPTV发展的运营模式，寻求产业整体利益和地方局部利益的平衡点，将是IPTV今后发展的重点。
