摘要:社会工作与人民调解的结合在加强和创新社会管理的背景下具有特别重要的时代性意义和现实发展的客观可能性，这不仅有助于推动社会工作与人民调解突破现实的发展困境，也有助于建构我国基层安全管理的新局面。同时，实践中已有一些社会工作者和人民调解工作者在进行二者结合的尝试，取得较好的效果，但理论界对于这一问题的研究基本上是一个空白。
本文对二者结合的理论性问题进行了初步探讨，重点讨论了社会工作与人民调解相结合的趋势性、契合性和互补性，其趋势性表现在它们的结合是我国社会和谐与稳定的发展性要求，契合性表现在价值功能的和谐与稳定性、操作原则的赋权与自主性、服务提供的公益与福利性和组织机构的基层与自治性等方面的契合，而其互补性则表现在理念目标上的情境性与针对性、工作方法上专业性与本土性以及现实发展中本土化与正规化的互补，并从找准社会定位以树立共同价值追求和立足各自优势以建构互动框架两个方面，提出了对策建议。
由于本文作者知识储备与行文能力的限制，本文在谋篇布局和分析论述中难以存在某种不足之处，在此向读者深表歉意，但本文以双向互动的视角来探讨社会工作与人民调解系统性结合的这种抛砖引玉作用还是不容忽视的。

ABSTRACT:The combination of social work and people's mediation in strengthening social management and innovation is particularly important in the context of the times and realistic development of the objective possibility that this will not only help to promote social work and the reality of people's mediation breakthrough development difficulties, will also help to construct a new situation in our grass-roots management. Meanwhile, in practice there are some social workers and workers performing a combination of both people's mediation attempt, achieved good results, but the theoretical study of this issue for the industry is basically a blank.
In this paper, a combination of both theoretical issues was discussed, focusing on the social work combined with people's mediation trend, fit and complementarily, the trend is reflected in their combination of social harmony and stable development requirements, functional fit value is expressed in the harmony and stability of the operating principles of empowerment and autonomy, service providers and public service and welfare organizations and grassroots autonomy and other aspects of fit, and its complementarily is reflected in situational on the target concept and relevance of professional working methods and the development of indigenous and reality complementary localization and normalization, and from the pinpoint positioning in order to establish common values of social pursuits and interact based on their strengths in order to construct the framework of two aspects, some suggestions.
Since this stock of knowledge and the wording of capacity constraints, the paper analyzed and discussed the rules and layout and there is some difficult inadequacies, apologize to the readers of this, but this article is to explore the two-way interaction perspective to social work and the people's mediation initiate systemic effects or a combination of such can not be ignored.
