摘要：近几年来，一系列严重侵犯了广大消费者生命和健康的食品安全事故，已经严重影响到社会的和谐、稳定以及经济的健康发展。尽管近几年政府出台了很多有效的监管措施来强化食品安全法律法规制度的执行,然而完全依赖于政府的监管以解决食品安全问题是不现实的。因此，在采用多元化的方式解决食品安全问题的背景下，积极完善食品责任安全保险，对社会大众合法权益的保障、食品企业风险的转移、政府负担的减少有着不可或缺的作用。本文从我国食品责任安全保险的现状着手，对其面临的问题进行分析，并提出了相适应的对策，以完善食品责任安全保险制度，推动其平稳发展，更好地降低食品安全事件发生的频率，减少政府监管的风险及责任，以保障消费者权益。

ABSTRACT：In recent years, a series of food safety incidents that endangers the life and health of consumers were reported. It already affected the social harmony and stability as well as the healthy development of economy. Although the government have issued many effective supervision measures for strengthening the implementation of laws and regulations related to food safety, it is till unrealistic to completely depend on governments’ supervisions to solve food safety problems. Therefore, in solving problem of food security with diversified ways, the actively improvement of food safety and responsibility insurance plays an indispensable role in the protection of the public’s rights and interests, the risk transfer of food enterprises and the reduction of government burden. In the paper, from the perspective of the current situation of food reasonability and safety insurance, it analyzes the problems that food safety is facing and proposes some corresponded measures to improve the system of food responsibility and safety insurance to promote its stable development, reduce the frequency of food safety accidents efficiently, reduce the risk and responsibility of government supervision on the purpose of ensuring the consumer’s rights and interests.
