摘要:我国的城镇医疗保障制度经过多年的改革和建设,多层次城镇职工医疗保障制度的框架已经基本确立，但仍存在着许多问题。本文结合广东省的具体情况指出了多层次城镇职工医疗保障制度的现状，并就其存在的基本医疗保险覆盖范围面不广、补充医疗发展不完善、社会医疗救助发展滞后以及职工医疗费用负担沉重等问题进行原因分析。针对这些问题，提出了逐步扩大社会保障的覆盖面、积极发展各种类型的补充医疗、完善社会救助系统、强化政府对于城镇职工医疗保障制度的职能等对策和措施来解决问题。

Abstract:After many years’reform and development of the urban medical care system in our country, the framework of a multi-level medical care system for urban workers has been established, but there are still many promblems. According to the specific condition of Guangdong province,the author of this thesis intend to not only point out the real situation of the medical care system for urban workers, but also analyze the causes of the small scale of the basic medical insurance, the imperfect development of the supplementary medical insurance, the impeded progress of the social medical assistance system and the high cost of the medical care for the workers. Concentrating on those issues,the author put forth some methods: to gradually extend the coverage of the social security, to activly develop a wide range of supplementary medical insurrance, to perfect the medicare assitance system and to strengen the government’s functions in terms of the medical care system for the workers.
