摘要：国际金融中心的建立可以为资本流动、投资融资等一系列金融活动提供充裕的金融市场与金融空间，成为国际金融中心城市所在的国家或地区经济、金融发展的动力与推力，也会影响金融中心所在城市以及周围城市的经济、金融、贸易等综合实力的快速发展。
近年来随着我国在国际上的竞争力不断提升，我觉得中国是非常有希望能够成为国际金融中心，而在中国内香港和上海这两座城市则是被公认为在经济金融方面是最具有潜力的。众所周知现在在亚洲最主要的几个国际金融中心就属香港、新加坡和东京了。而上海可以说是一座拥有着悠久的金融文化的历史城市了，在20世纪30年代就已经在远东乃至亚太地区有金融交易与金融活动，可以说上海已经成为远东乃至亚太地区名声赫赫的国际金融中心了，20世纪90年代以来上海的经济金融可以说是有突飞猛进，世界各国的人们自然而然就会把更多的目光投向上海这块风水宝地。
香港和上海都是中国最具发展潜力的金融中心，谁能成为中国的金融中心还是都能成为金融中心，是一个十分有争议的话题。本文希望通过对香港和上海金融业竞争力比较分析和竞争合作博弈研究方法，可以将国际金融中心的竞争过程与博弈理论相结合，提出竞合博弈的发展战略。从而对上海如何在建设国际金融中心的过程与香港有应该如何在稳固发展国际金融中心方面提供些一定的有建设性、可行性的现实意义。现在看来在当今世界经济金融快速发展的年代亚洲地区国际金融中心地位的竞争已经演变的越来越激烈了，所以说香港和上海应该在准确、合理定位的基础上，不断去找寻提升自身竞争力的方法，并且处理好两座城市之间竞争与合作关系，从而来带动其国际金融中心城市的周边地区乃至长三角地区和整个中国经济与金融的长远发展和共同进步。

Abstract: The construction of the international financial center always stimulus the fast development of economic finance, trade of the city and surroundings. It also provides capital flows, investment plenty of market and space, and it will become the motivation and thrust of the development of the economic and finance for the country or the region.
With the improving of the international competitiveness of China, she is expected to become an international financial center. Hong Kong and Shanghai are recognized as the main potential city. Hong Kong, as an international financial center, has developed greatly and in known with Tokyo and Singapore as the most important financial center in Asia. Shanghai had a long financial history, in the 1930s; she was the prominent international financial center in the Far East and Asia-pacific region. Especially since the 90s, Shanghai’s economic and financial leaps and bounds. People naturally pay more attention to Shanghai.
Shanghai and Hong Kong, both are the most potential financial center in China. Whether they can develop in the meantime is a controversial topic. The study through the comparative analysis and competition cooperative game research methods, try to find the practical significance for the innovation and development of Hong Kong and Shanghai. The competition of financial center in Asia has become more and more fierce. So on the basis of reasonable and accurate position, Hong Kong and Shanghai should find the way to promote the competitiveness and the construction of the international financial center, and deal with the relationship between the competition and cooperation, driving the regional economic and financial progress together.
