摘要：改革开放以来，我国的中小企业迅速发展，已成为我国国民经济中一支重要的经济力量，在我国的社会主义市场经济中发挥着重要作用。但是我们也应该认识到，由于中小企业性质所决定的一些不可避免的局限性，对中小企业的生存发展产生了很大的压力。本文主要从成本控制的角度出发，认识分析中小企业在发展过程中成本控制所面临的挑战，提出了强化我国中小企业成本控制的几点对策。

Abstract：Since the reform and opening up, China's small and medium-sized enterprises develop rapidly, has become China's national economy in one of the most important economic strength, in our country socialist market economy plays an important role. But we should also realize that because of small and medium-sized enterprises determined by the nature of the limitations of some inevitable to small and medium enterprises, the existence and the development of the produced great pressure. This article mainly from the perspective of the cost control, recognized and analyzed in the process of the development of smes in the challenges facing the cost control, puts forward the strengthening of the cost control of small and medium-sized enterprises in China several countermeasures.

中小企业是我国经济发展的生力军，是解决就业问题的主要渠道，解决中小企业成本管理中存在的问题，强化中小企业成本管理具有重要的现实意义和深远的战略意义。面对各种不利因素对企业控制成本所带来的诸多挑战,企业、政府以及社会首先深刻地认识到控制成本对企业发展、对国民经济发展的重要性，充分理解和支持政府和企业为控制成本所采取的政策措施。诸如：下岗分流，减员增效；制止向企业乱摊派、乱收费；整顿和规范市场秩序等。其次，政府要重视基本生产资料（如能源）和基本生活资料（如粮食）的生产和储备，保持物价稳定，使企业在生产、融资、技改、投资等方面有较少的支出。同时进一步加大整顿和规范市场，促使企业规模经营，通过规模效应降低成本。再次，企业自身要加强管理，提高管理效率，同时加强对各种创新风险的评估，避免风险损失。总之，只要企业、政府和全社会的共同努力，为控制成本营造良好的条件，就能够克服控制成本面临的挑战，实现企业竞争力的提高。
