摘要:随着我国高等教育事业的发展,高校人事制度改革进入了新的历史阶段。加强高校管理队伍建设,提高管理水平,已成为高校追求办学效率的重要举措。本文通过分析我国历年来高校管理人员的职员制改革,发现高校管理人员职员制改革在中国出现了困难,如观念相对国外滞后、缺少文件,职员聘任环节和聘后管理有待完善,管理人员与教师关系的错位等。对高校管理人员职员制改革的研究,是为了更好的实现中国教育事业的稳定快速发展,加强高校管理队伍建设,提高我国各高校的管理水平,从而提升高校管理人员及师生的整体素质。

Abstract:With China's higher education the development of the career,the personnel system reform into the new historical stage. To strengthen the management team construction,improve the level of management,has become the running efficiency of the important measure pursuit. By analyzing college management personnel over the staff system reform,found the managing staff system reform in China appeared difficulties,such as relative lag,the lack of concept foreign documents,staff appointment process and the teaching management to be perfect; Management personnel and the dislocation of the relationship between teachers,etc. With China's higher education the development of the career,the personnel system reform into the new historical stage. 本文根据高校发展和管理队伍建设存在的问题,探寻能解决已有问题的高校管理人员职员制,将相关知识运用到职员制度管理中,使职员制在高校办学过程中体现,职业化的管理队伍是高校办学效率的体现,也是高校人员分类管理的重要手段。为推动我国高校收入分配制度改革贡献一份力。
本文希望通过对职员制改革的一些概括和探讨,改善高校管理人员的工作分配制度,使高校不仅在人才队伍建设和科学研究等方面投入了很大的财力和人力,并且在管理队伍建设上,也有科学的管理和系统的培训计划,填充专家型管理人才,把管理队伍作为学校重要的办学力量加以重视和培养,提高高校的管理水平以及稳定高校的管理队伍。
