摘要：我国社会目前正处于前所未有的全方位转型期，各方面深刻变化对公民的政治参与产生了深刻影响，针对目前政治参与的复杂性、特殊性现状，扩大公民有序的政治参与已成为我国政治文明建设必须面对的一个重要的理论与实践课题。党的十七大报告提出加强公民意识教育，这为扩大政治参与指出了一条非制度化路径。公民意识教育是政治参与的基础、动力与有力保障，也推动了参与行为向公共领域拓展，并为制度化设计孕育土壤。但我国当前公民意识缺失现象明显，几乎未开展过完整的公民意识教育，因而，公民意识教育已刻不容缓，培育公民社会，革新教育机制，转变教育方式，优化外部环境，加强并发挥其与公民政治参与的良性互动，是今后一段时间内需要着力做的工作。

Abstract：Our society is currently in unprecedented all-round transformation,and various aspects of the profound changes produce a penetrative impact on the political participation of citizens.Aiming at the complexity and peculiarty of the policical participation of the status quo,to expand the orderly citizen participation in political affairs has become an inevitably improtant theoretical and practical issue in China’s political civilization construction.Report of the Party’s seventeenth national congress proposed that strengthening civic consciousness education,pointing out a non-institutional path for expanding political participation.Citizenship education is the basis of political paticipation ,motivity and powerful safeguard,also promoted the expansion of participation in the acts of the public sphere.Besides,it nurture the soil for institutional design.However,the phenomenon of the current lack of citizenship was obvious,almost not conducting complete citizenship education. Thus,citizenship education is urgent.Fosting civil society,innovating education mechanism,promoting political socialization, changing educationmode, optimizing external environment,strengthening and playing it with positive interaction of citizen’s political participation should be an implementary job for a long time.

有思想的公民是参与政治的主体，离开参与主体的自觉和理性，有序政治参与的扩大将会成为无源之水，无从谈起。公民意识是公民自主理性政治参与的助推器，政治参与的有序扩大只有在公民意识的普遍觉醒下才有可能实现。大力加强非制度性的公民意识的教育，总的来说应当是扩大有序政治参与所必须坚持的关键路径。对于处于社会转型期的中国而言，这既是当下针对问题，扩大有序政治参与的突破口和着力点，更应该是今后一段时间内长期坚持并落实到位的重要工作。
