摘要：民生问题是关系着人民生存和发展的基础性问题，也是党和国家一直高度重视，着力解决的问题。以马克思主义哲学为依据，党和政府在多年的革命和建设实践中，通过维护民权的途径较好地解决了民生问题，因此，民生问题的实质是民权，解决民生问题的途径是通过推行民主政治，维护人民政治权利，巩固人民主体地位，进而实现其各方面权利。

Abstract：The issues of people’s livelihood are the fundamental problems of the survival and improvements of people, at the mean time, the Party and the governments pay a lot of attention to it, and try their best to solve the problems. Base on the Marxism, the Party and the governments successfully solved the issues with protecting the civil rights during its years of revolution and construction. Therefore, the essence of the people’s livelihood problems is the issues of the civil rights protecting. So the key to the problems is to prompt the democratic politics and to protect civil political rights. With the consolidated Subject Status of people, the other aspect-rights will be realized eventually.

随着改革开放事业的推进和深化，民生问题也逐步凸显出来。其实质是国家在推动改革的过程中，出于主客观原因，尤其是条件的缺失和阶段的制约而产生的民权维护的缺失。对此，急需以维护民权的途径改善和解决民生问题，尤其是通过继续推进民主政治完善民主制度，以此作为解决民生问题的方法路径，真正解决深埋在民生问题下的民权问题，从而真正实现人民民主并满足人民的物质文化等方面的需求，从根源处改善民生。
